    Online sellers surveyed this month by AuctionBytes gave higher ratings to smaller marketplaces than to giants such as Amazon and eBay, ranking Webstore.com highest in ease of use and Artfire at the top in customer service.     The Consumer Product Safety Commission, starting March 11, will post online product complaints. SaferProducts.gov will allow users to search for products by brand or maker.
